President's Report by Sandi Severin)

I would like to introduce myself as the foundation president of Community3008Inc.

  • Community 3008 is a community group assisted with funding from COM but is not directly affiliated to CoM.
  • Emphasis is on this group belonging to the community and driven by community needs, wants and concerns. The group is not an offshoot of previous or alternate community organisations nor social media groups, domiciled within Docklands.
  • We, as a group, determined anyone can join if the primary interest is the benefit of the local community, and can identify needs in the community which assist to uplift the community.
What has Community3008 Inc. attempted to do?

  • Hold community events where neighbours and local businesses can meet and get to know each other and, hopefully, enhance the relationships between residents and local businesses
  • Provide relevant safety and security information to our neighbours in the local area.
  • Help foster community spirit and connection.
  • Identify the needs and/or concerns of people in the neighbourhood and ways to assist each other by promoting support groups, and representing neighbourhood interests and concerns
  • Endeavour to enhance/create relationships between developers/DV and local residents and small business where there may not otherwise have an opportunity
Foundation Meeting – held: April 17, 2024

  • The community members present chose the name – Community3008
  • We adopted a set of Rules & a Purpose (as required for incorporation)

    • Purpose being: Community 3008 is for the benefit and well-being of the community of the Docklands; people and place.
    • The Rules: - General Rules of incorporation, per Community3008Inc. (can be viewed on the CAV website)
Those present voted to incorporate at the May 2024 Community3008 meeting and elected an executive
committee.

Once Incorporated, it was determined to hold bi-monthly meetings, but this evolved into short-notice pop-up meetings as needs arose. Meeting subjects included:

  • July – Initial Meeting

    • Update on IT for group
    • Introduce L/S/Cons. Glen McFarlane to discuss pro-active policing in the Docklands precinct.
  • August - Security Meeting

    • Lord Mayor Nick Reece – Q&A: discussing issues relevant to the residents who attended – Trams disability access, AirBnB’s, e-delivery vehicles and road rules,
    • Craig Pearson – Melbourne West Local Area Commander
    • Dean Robertson – CoM Security
    • Discussion on the evening included the Protests at Home Affairs and the effects on Residents & Businesses in the immediate area
    • Under law; protests are allowed, being Freedom of Expression and the police were in a position whereby the safety of community and police members needed to be balanced with the protestor’s freedom of expression,
    • Security in the Docklands area during the protests was discussed, particularly when outside groups appeared to engage in violent affray, and cause safety concerns
  • September - Meet the Candidates Meeting for the Lord Mayor, Council elections in October 

    • all bar one candidate joined the meeting, with spirited discussion on topics relevant to local community, and some offerings by candidates which appeared outside of the CoM remit.

    • Discussion included reviving business atmosphere in Docklands
    • Marketing Docklands (the Brand) in a more positive manner contrary to the current Media storyline, and public perception
    • A positive Docklands Brand, would revive local business and real estate value
    • Bike lanes and individual e-vehicle use in Docklands,
    • Security
    • Transport, traffic flow around Marvel Stadium
  • November – Meeting

    • Guest Speaker – Adam Buchholtz, Waterways Unit

      • Discussed the work of the Unit, - commercial & recreational boating, events & tourism, and initiatives around the Harbour
      •  Nicky & Daniel – to discuss the Farmer’s Market
  • April - Bill & Norma – Alma Doepel Restoration Project

    • Removal of the Project due to construction on the north wharf
    • The options of were to remove the project to, 
    • Hopefully to keep the Heritage ships in Docklands
  • June

    • Tony Robinson from the Local Laws Team – CoM

      • Updates on Security within the Docklands precinct
    • Gutem from SarasCare –

      • Gutem discussed the Little India Proposal for Docklands and the benefits of a neighbourhood profile for the area
We were representative at:
  • Presidents of Resident – Com quarterly group meetings
  • Vic Police Security Meetings
  • E-Scooter Meeting as co-host with CoM; discussing issues around bikes/scooters on footpaths, disregard of road safety, intoxication of riders, no designated scooter, e-bike parking areas.

I would like to stress the importance for volunteers and interested community members to join, as the more involved, the more we can do to build a better community.

It has been a pleasure to be involved with the group.


Official Minutes of the Community 3008 Annual General Meeting

Date: Thursday 27 November 2025 at 6:00pm

Time: 5:30pm for 6:00pm start

Location: Library at the Dock, 107 Victoria Harbour Promenade, Docklands

1. Welcome and Opening

As facilitator Jamal Hakim welcomed everyone and opened the meeting with an acknowledgement of country at 6:00pm.

Nomination of the minute taker was Simon Mallia.

Approval of the Previous AGM Minutes was not required as this was the inaugural AGM for Community 3008.

2. Community Updates

2.1       Waterways Cleanup Project – Harvey Cleggett

Harvey spoke to his research on litter in the Yarra River and the pattern of litter flow into Victoria Harbour. He had engaged with several government agencies but had experienced challenges in confirming which one of them had responsibility for the litter management in the waterway.

Harvey spoke to an option that may assist in litter control; being a boom at the end of the North Wharf. He and Jamal Hakim are waiting for a meeting with the Minister for Environment to further explore options and have been in discussions with the department. Community3008 Inc has provided a letter of support to Harvey alongside Marvel, MAB, Lend Lease, the Docklands Chamber of Commerce, among others.

2.2       City of Melbourne – Fadi Qunqar

The City of Melbourne (CoM) has actively supported community initiatives in Docklands through its community-based grants program in the past year. Projects funded by CoM include activities such as the mahjong group, a camp for autistic children, and a youth project at the Docklands Hub focused on producing fortnightly podcasts. Community3008 members are encouraged to contact Fadi directly with ideas for funding, and assistance with grant applications is available.

Following the completion of the Harbour Esplanade upgrade, and with the support of Development Victoria (DV) and Marvel Stadium, the Farmers Market will return along the esplanade, providing greater accessibility and convenience for the community.

Additional updates include a noticeable reduction in complaints and issues, particularly regarding abandoned shopping trolleys, thanks to the introduction of trolley locks, and party boat noise, which has been mitigated through improved community engagement.

Upcoming announcements will include upgrades to Docklands parks and the introduction of new green spaces for the community. Additionally, a Community Christmas Party is scheduled for Friday, 12 December 2025, at the Library at the Dock. Local community groups are encouraged to host a stall or maintain a presence to foster engagement and connection.

2.3       Heritage Fleet – Bill Reid

The Alma Doepel faces imminent relocation from its restoration site in Melbourne’s Docklands, jeopardising the completion of this historic ship’s restoration. Despite ongoing discussions, a suitable and affordable alternative with the necessary facilities has yet to be secured. With a deadline to vacate Shed 2 by the end of December and no confirmed location, a day of protest and solidarity. “Save Our Ships” has been organised for Sunday, 7 December 2025, to advocate for keeping the heritage fleet in Docklands and the community is encouraged to attend.

2.4       Safety Update – Jamal Hakim

Quarterly safety briefings continue, and pleasingly, crime levels have not increased thanks in part to targeted police operations and greater visibility of uniformed officers. However, concerns remain regarding car thefts and thefts of property from motor vehicles in both commercial and residential car parks. Hooning also persists as an issue. Police information sheets will be shared on social media, and the community is reminded that Community 3008 maintains a direct line to the police for reporting any safety concerns.

3. President’s Report – Sandi Severin

Outgoing President Sandi Severin spoke to the President's Report which had been provided in advance to attendees on arrival. An electronic copy of the President’s report is available on the Community 3008 website. Sandi thanked members for their support in the first year, and for the work of the Committee and in particular Helen who was an active member throughout the 12 months.

Jamal thanked Sandi, Helen and the Committee for their service to the community.

4. Treasurer’s Report

The 2025-26 YTD financial position of Community 3008 was displayed to attendees. It was noted that Community3008 Inc can act as an auspice organisation for community groups who can’t get their own insurance. This was done for the Cauldron, allowing this successful program to take place.

A motion to accept the President and Treasurer’s reports were carried without dissent.

5. Election of Committee

A 2026 committee nomination paper was provided to attendees upon arrival. As most existing committee members chose not to stand for re-election, except Paul Vella, and no other community members stepped forward, Peter Lardner proposed forming a new, diverse committee to guide Community 3008 into the future.

Motion to accept the nominations was carried without dissent.

6. Panel Discussion

Moderator Peter Lardner with urban designer Rob Moore and Michael Smith from Andever Architects held a panel discussion on ideas and concepts on What does the future holder for Docklands. The discussion generated keen discussions with attendees.

Jamal thanked Peter, Michael and Rob, and shared that Community3008 will hold more of these sessions in future.

7. General Business

A motion was table by Jamal Hakim to thank Sandi, Helen and the previous committee for their service. It was noted that many members of the first committee were unable to continue due to ill health, and that Sandi and Helen ensured the running of the organisation in its first year despite this and their own health challenges. This was carried without dissent.

Meeting closed 8:00pm with time for networking and food.
